Section One: League Identity and Governance
1.1: The NASCAR Racing League
The NASCAR Racing League (NRL) is the All Platform Leagues racing league, run on NASCAR 25 with Xbox and PlayStation cross-play. The NRL is a structured, sim-style league. Every race follows a published schedule, every driver is a real person, and every result, payout and prestige change follows the rules in this Constitution.
1.2: Separate From Hockey and Basketball
This Constitution governs the NRL only. Racing works differently from team sports: there are no rosters to field, no forfeits and no salary cap. The hockey leagues are governed by the APHL and CHL Constitutions, and the Club Basketball League by the Basketball Constitution. A rule from another sport applies in the NRL only if this Constitution says so.
1.3: League-Wide Authority
The NRL is part of All Platform Leagues. The Commissioner's Office and the Board of Governors hold the same authority over the NRL that they hold over every APL league. Where this Constitution is silent, the conduct standards, judicial process and appeal process in APHL Article I and Article IV apply.
1.4: NRL Staff
- Commissioner โ final executive authority for the NRL, including rule enforcement and long-term direction
- Duty Commissioner โ runs race night, rules on incidents and decides on delays
- Staff Members โ enter and check results, review screenshots, classify DNFs and handle complaints
- Board of Governors โ votes on amendments, suspensions and any matter this Constitution sends to a vote
- Media Staff โ news, race recaps, rankings and announcements
NRL staff moderate only the NRL. Staff actions are logged, and Super Admin can review and reverse any staff action.
1.5: Amendments
The Commissioner's Office may amend this Constitution with a Board of Governors vote. Amendments take effect when posted and do not apply to races already run.
Section Two: Series and Divisions
2.1: Racing Series
The NRL runs four racing series. Each series has its own schedule, standings and champion.
- Cup Series
- Xfinity Series
- Truck Series
- ARCA Menards Series
2.2: Divisions
Each series is organized into Elite, Pro and Amateur divisions. A driver and a team race in the division they were placed in by the Commissioner's Office.
2.3: Seasons
The league runs in seasons. A season has a published race schedule, a points championship for drivers and a points championship for teams. Staff open, run and close each season.
2.4: Promotion and Relegation
Drivers and teams may move between divisions based on season results. The criteria, the number of spots and the process are published by the Commissioner's Office before the season starts. Every move is logged.
2.5: Expansion and Contraction
New series, divisions and teams are added, and inactive ones are removed, only by the Commissioner's Office.
Section Three: Membership and Participation
3.1: Joining the League
Every member has an APL forum account, which is the one account used across all leagues. A new driver applies through the NRL sign-up page, and a staff member reviews each application. An approved driver enters the free agent list and may join a team.
3.2: Human Drivers Only
Every driver on the track is a real member who is registered with the league. AI cars do not earn points, prestige, payouts or records. There are no guest drivers and no one may race on another member's behalf.
3.3: One Account, One Driver
Each member races under one console account linked to their APL profile and one car number. Account sharing, racing on someone else's account and running more than one driver are not allowed. A member who changes console accounts must tell staff before the next race.
3.4: Car Numbers
Each driver has a car number. Staff approve numbers and make sure no two drivers in the same series use the same number. Staff may change a number to avoid a conflict.
3.5: Activity
Drivers are expected to keep their profile current, watch the site and forum for league notices, and answer staff and team messages within a reasonable time.
Section Four: Roles and Responsibilities
4.1: Drivers
- Be in the race lobby on time for every scheduled race (Article II)
- Race clean and follow the on-track rules in Article IV
- Report any disconnect or problem to staff right after the race
- Submit or confirm results screenshots when asked
- Respect other drivers, team owners and staff at all times
4.2: Team Owners
- Run the team's page, drivers and contract offers in good faith (Article III)
- Make sure team drivers know the schedule and the rules
- Handle team-level questions with staff
- Make every transaction in good faith (Article IV)
4.3: Response Times
Staff are expected to answer complaints within 48โ72 hours (Article IV, Section Two). Team owners are expected to answer contract offers and staff messages within 24 hours.
Section Five: Conduct and Discipline
5.1: Standard of Conduct
Every member must treat others with respect. Harassment, hate speech, threats, discrimination and targeted abuse are not allowed anywhere in the league, including the forum, Discord, game chat and party chat.
5.2: Discipline
Violations are handled through the judicial process in Article IV, Section Two. Penalties range from a warning to a permanent ban and are listed in Article IV, Section Four (4.6).
5.3: Appeals
A member may appeal a ruling to the Commissioner's Office. A final appeal goes to the Board of Governors, following the appeal process in APHL Article I, Section One (1.4).
